Franklin County Dogs Deserve No-Kill Status

Today, 2 out of 3 shelters in the United States is no-kill (meaning 90% or above save rate). Sadly, Franklin County Dog Shelter lags behind. With a reported 75% save rate from 2023-2024, the shelter’s save dates continue to decline. Not only that, FCDS shelter has stopped trying to improve.

Since late 2024, the shelter has:

  • It has stopped publicly reporting its statistics online
  • Denied pubic records requests to community partners
  • Restricted rescue groups and volunteers from reporting mismanagement
  • Avoided applying for community grants with Best Friends Animal Society, and
  • Failed to develop a strategic plan for improving their save statistics.

We aim to change that with the community’s support.

Our Goals

  • Hold the Franklin County Shelter Dog Shelter, Kay Persinger, accountable for the poor performance of the shelter
  • Engage in strategic planning with industry experts Best Friends Animal Society in turning Franklin County Dog Shelter into a no-kill shelter
  • Public and timely posting of monthly and annual summary reports of shelter statistics
